Madison–Below is the text of Governor Walker’s budget address as prepared:
Speaker Fitzgerald, Speaker Pro Tem Kramer, President Ellis, Majority Leader Fitzgerald, Minority Leader Barca, Supreme Court Justices, Constitutional Officers, tribal leaders, members of the Cabinet, distinguished guests, members of the Legislature, and most importantly, fellow citizens of Wisconsin.
Tonight, I will layout a clear picture of the state of our state. We will be realistic about the challenges we face while optimistic about our solutions.
First, let me be clear: we have an economic and fiscal crisis in this state that demands our immediate attention. The solutions we offer must be designed to address both job creation and our budget problems.
The budget and budget repair bills we will introduce in the coming weeks will be even more important than our Special Session legislation.

Chief Justice Abrahamson, members of the Supreme Court, Governor Doyle (and Governor I want to commend both you and the First Lady for your phenomenal help during this transition and for your service to our state), Governor Schreiber, Governor Thompson, Governor McCallum, Senator Kohl, Senator-elect Johnson, Representatives Sensenbrenner, Petri, Kind, Ryan, Moore, Representative-elect Duffy, Lieutenant Governor Kleefisch, Attorney General Van Hollen, Treasurer Schuller, Superintendent Evers, members of the state Legislature, tribal leaders, General Dunbar and all other members of the Armed Forces, those serving today and those who served in the past, reverend clergy, state employees, family and friends; and most importantly, fellow citizens of Wisconsin.
It is with great honor that I stand before you today. I am your servant.
