Proclamations are issued to recognize the achievements of state-based non-profits, to honor significant occasions in and around the state, and to increase awareness of important issues relating to Wisconsinites.

  • To highlight an issue that has statewide public interest.
  • Recognizing a national non-profit event that coincides with a local or state event.
  • Recognizing a group of persons who have impacted the State of Wisconsin.
  • A significant date or anniversary.
  • Significant historical commemorations.
  • All proclamation requests should be made by citizens of Wisconsin and affect a broad group of citizens.
  • Proclamations recognize a day, week, or month.
  • Proclamations are printed on legal-size paper and include the Governor's signature, the Secretary of State's signature and the Great Seal of the State of Wisconsin.
  • Proclamations may not be used as part of any advertisement without written approval from the Governor's Office.
  • At least four weeks' notice is required.
  • When submitting a request for a Proclamation, please provide a template with 4-6 "Whereas" clauses, none longer than three lines.
  • Draft language may be edited and rewritten at the discretion of the Governor's Office.

Letters of Commendation and Certificates are issued to recognize the achievements of citizens of Wisconsin.

There are four types of Letters: Congratulations, Thanks, Welcome/Farewell, and Honor Flight which are distributed at "mail call" to veterans returning from D.C.

  • Recognizing a group or person for an accomplishment.
  • To welcome a group or individual to the state for a conference or event.
  • Receiving recognition for an award or winning a competition.
  • Thanks for service to the state or for a gift to the state.
  • All requests should be from Wisconsin residents.
  • Draft requests for a Letter should not be longer than one page.
  • When submitting a request for a Certificate, please include 3-4 "Whereas" clauses, none longer than three lines.
  • At least four weeks' notice is required.
  • Certificates are printed on letter-size paper and include the Executive Privy Seal.
  • Letters are printed on the Governor's letterhead.
  • Draft language may be edited and rewritten at the discretion of the Governor's Office.

There are five types of Certificates: Commendation, Commemoration, Achievement, Appreciation, and In Memoriam.

  • Recognition of an accomplishment such as Eagle Scouts, Royal Rangers, Girl Scouts Gold Award, Cub Scouts Arrow of Light, Citizen of the Year, or Business of the Year.
  • Birthdays, age 80 and older; anniversaries, 50 years or more; and weddings.
  • Retirement from state service, the military, city/town/county police or fire service.
  • Noteworthy time in public service or volunteer work.
  • Receiving recognition for an award or winning a competition.
  • All requests should be from Wisconsin residents.
  • Draft requests for a Letter should not be longer than one page.
  • When submitting a request for a Certificate, please include 3-4 "Whereas" clauses, none longer than three lines.
