Recently the Wisconsin State Journal ran an article that contained the following excerpt: 

Milwaukee Public Schools intends to end a 30-year-old second pension for teachers by freezing payments to the fund and denying any new or re-hired teachers to enter it starting next summer, the administration formally announced this week.

The decision was approved by the Milwaukee School Board last week and takes effect on July 1, 2013 -- the day after the teachers' current contract expires and educators begin operating under new state legislation that dramatically limits collective bargaining
